Is the black goop of death on the Sega Blast city monitor a "very common" problem?

If I swap the monitor of the Sega Blast City with a Wei-Ya monitor, will I still have this black goop of death problem? Does the Wei-Ya monitor also have the black goop of death problem?

Does the New Astro City have this black goop of death problem?
